Policy Considerations for Energy Trade and Investment in APEC

This paper was written in response to a request from APEC Energy Ministers "to identify significant barriers to APEC energy trade and investment and help member economies improve their capacity in removing these barriers." The paper provides an outline of the energy sector in APEC, and provides strategies to attract the $7 trillion in energy investment that APEC economies will need by 2035.

Asia-Pacific Mining Sector Study

In 2014 the APEC Business Advisory Council commissioned a study to create a resource for policymakers seeking to understand how the mining sector contributes to the regional economy. The report outlines the current status of the mining industry in the region and provides in depth information on the mining industry’s current impact and potential growth in each of APEC’s 21 member economies. The study also contains case studies and recommendations that highlight the positive steps that governments can take to encourage investment, and best practices that promote positive outcomes for investors, communities and economies.

The Impact of Health on Worker Attendance and Productivity in the APEC Region

This study for the APEC Business Advisory Council (ABAC) and the Life Science Information Forum (LSIF) assembles the available empirical evidence, for six APEC economies, on the impact of health on worker attendance and productivity, and documents the limited information available on the current prevalence and expected future incidence of key NCDs for these economies. On this basis it provides a preliminary analysis of the future potential impact of NCDs on worker attendance and productivity, to provide a knowledge base for more effective policy responses to this challenge.

Attracting and Harnessing Infrastructure FDI to Secure Lasting Economic Growth

The National Center for APEC collaborated with the National Association of Manufacturers (NAM) and the APEC Business Advisory Council (ABAC) to develop a report entitled "Attracting and Harnessing Infrastructure FDI to Secure Lasting Economic Growth". The report highlights how diverse government institutions and areas of policy need to be coordinated in close cooperation with the private sector to facilitate successful FDI in infrastructure.

Containing contributions from experts throughout the region, the publication covers several critical aspects of policy, including steps needed to attract FDI, the importance of developing robust PPP mechanisms and how economies can prepare for future trends in infrastructure development. The report was also designed to support and reinforce the ABAC's recently released "Enablers of Infrastructure Investment Checklist", which is included as an annex. The Checklist is designed to serve as a tool for officials to self-assess the extent to which their economies attract and facilitate FDI in infrastructure and subsequently report back to their peers in APEC.

The National Center for APEC worked closely with health policy stakeholders to develop a report that highlights the positive health and economic outcomes that result from investment in health systems and business friendly regulatory environments. The report goes on to provide details on how APEC is enabling deep, substantial partnerships between the business community, academia and the public sector to address healthcare challenges as well as further promote trade, investment and economic growth in the region.

Enhancing Value Chains: An Agenda for APEC

The National Center for APEC was involved in the development of a report published by the Center for Strategic and International Studies (CSIS). APEC has been the most successful tool of regional trade and investment integration thus far and has the potential to continue bridging differences between various integration efforts in the region. This report, with input from a wide variety of regional and topical experts, posits that developing a common, high-standard policy approach to value chains could pull together the various integration efforts to the substantial economic benefit of the entire region. The report offers eight recommendations for a broad-based APEC initiative building on existing work in the region on supply chains and connectivity.

With support from the APEC Business Advisory Council, the U.S. National Center for APEC developed this publication, which assesses the impact of regulatory coherence best practices on the regulatory practices of three different and unique sectors: emissions regulations for off-highway vehicle industry, the dairy industry, and the electronics industry.

Strategic Framework for Energy Security in APEC: An Update

With support from the APEC Business Advisory Council, the National Center for APEC released this updated report. This update re-examines the conclusions of the 2008 report and more deeply examined areas such as natural gas development, barriers that inhibit energy security, and the role of technological development. The Framework develops a list of specific recommendations that can further enhance energy security in the region.

Investing for Growth: Spurring Infrastructure Development and Economic Growth through Foreign Direct Investment

The National Center for APEC coordinated with the APEC Business Advisory Council private sector experts, and academia from throughout the Asia Pacific region to develop this publication, which highlights the need for APEC Economies to position themselves as top recipients of vital FDI inflows within the next decade to ensure continued growth. It further describes how economies can take steps to enhance their investment competitiveness, such as addressing barriers to market entry, infrastructure gaps and inconsistent or discriminatory economic policies.
